INQUIRY INTO THE NATIONAL CAPITAL PLAN (NCP) AMENDMENT NO. 102 – HUME CIRCLE PRECINCT

The GNCA has provided the atttached submission to the Joint Standing Committee on the National Capital and External Territories
Committee of Inquiry.

Our key recommendations are:

Recommendations

The GNCA recommends that the Committee:

1. advise the Senate to disallow NCP Amendment 102;
2. if disallowance is not an option, that Amendment 102 be amended to exclude Griffith Section 25 (the apartments behind the Ramada Diplomat Hotel), Griffith Section 29 (St Clare’s College), and Griffith Section 84 (Staffordshire Terrace (Tce) and adjoining apartment complexes);
3. seek appropriate legal advice on whether Amendment 102 goes beyond the powers bestowed upon the NCA by the Australian Capital Territory (Planning and Land Management) Act 1988 (PaLM Act);
4. seek advice from the Auditor General about whether the NCA has complied with Commonwealth Guidelines about the treatment of unsolicited proposals, conflict of interest, and probity issues.
